According to the statement of the special representative of the President of the Russian Federation for digital and technological development, the launch of the digital ruble within 3-7 years will increase the transparency of payments and solve social problems.
During the Moscow international forum “Open Innovations” Dmitry Peskov spoke about the prospects of the digital ruble. In the first half of the month, the Bank of Russia published
a consultative report on the possibilities and prospects of issuing a digital ruble for broad public discussion. After that, the Ministry of Finance of the Russian Federation commented
possible issue of the state cryptocurrency, highlighting its main advantages and potential risks.
Dmitry Peskov noted that from a technological point of view, the issue of a digital ruble is possible. He said that thanks to the state cryptocurrency, payments will become more transparent. In addition, the digital ruble will help “solve the problem of fighting poverty.” Now the difficulties with the distribution of social assistance “rest on the need to move to a targeted model in order to help those who really need, and not who are formally supposed to.”
“To see who really needs to be helped, you need to understand the transactions of the household, otherwise we will get so that this household consumes 200 thousand rubles a month, but still wants to receive a subsidy for poverty. And that’s why we need a digital ruble, ” Peskov said.
He also noted that in order to use digital services, it is necessary to provide access to the digital infrastructure with the help of Sberbank and Russian Post. The Special Representative of the President of the Russian Federation for digital and Technological Development also said that the digital ruble could appear in Russia within 3-7 years if its development begins right now.
However, according to Peskov, Russia has no chance to become a leader in this area – for this research should have started four years ago. But the “quick second” strategy can be more effective than trying to become a leader and will avoid many difficulties.
“As we have happened, for example, with non-cash payments. The Central Bank has quietly built the appropriate infrastructure, and at some point we have bypassed many countries at the turn. This is, as they say now, “the Russian card miracle”. I think our Central Bank and the Ministry of Finance are definitely capable of another such miracle,” Peskov said.
